People Inc. to host ribbon-cutting ceremony at Lightfoot Apartments

CULPEPER, Va. – People Incorporated, a Virginia-based nonprofit, is hosting a ribbon-cutting ceremony to celebrate the completion of Lightfoot Apartments at 2 p.m., Wednesday, March 25, 2026.  

Representatives from local, state, and federal elected offices will join Mayor Frank Reaves of the Town of Culpeper, and President & CEO Bryan Phipps for brief remarks followed by a ceremonial ribbon cutting.  

People Inc. used a variety of public and private funding sources to provide $6 million in accessibility and energy-focused rehabilitations to the 28-unit apartment complex. The agency converted a market-rate complex into affordable housing to help meet the overwhelming need for affordable rental units for families in Culpeper County.

NOTE: The ceremony is rain or shine. Parking is available in the Lightfoot Apartments parking lot, surrounding neighborhood, and will be clearly marked.
