Retirement of Light & Power Director Mike Stover
Town of Culpeper Light & Power Director has announced his retirement from the Town of Culpeper effective July 1, 2026.
Mike Stover has served the Town of Culpeper for over 40 years, beginning his employment with the Light & Power Department in March 1986.
Throughout his career, Mike Stover has served the Light & Power Department in all capacities with dedication and integrity. He was appointed Director in August 2011. As Director, he has elevated the levels of professionalism in the Town’s Light & Power Department with encouragement, training, experience, and his personal drive for excellence. Stover is an active member of multiple organizations, including the Virginia Municipal Electric Association (VMEA) and Municipal Electric Power Association of Virginia (MEPAV). He served as MEPAV Vice President in 2018, President from 2019 through 2022, and Executive Committee Member from 2017 through 2023. He also
served as VMEA Vice President from 2019 through 2023.
Stover was recognized at the June 9, 2026 Town Council meeting and presented with a Resolution of Appreciation for his 40 years of devoted service to the citizens of the Town of Culpeper.
Town Manager Chris Hively has selected Assistant Light & Power Director Chris Heggen to fill the Light & Power Director position effective July 1, 2026. Chris Heggen has been with the Light & Power Department since April 2024. He has over 28 years of experience in the electric utility industry and holds a Project Management Professional (PMP) certification.
